Context:
Since returning to office in January, President Donald Trump has imposed – or threatened to impose – tariffs on a wide range of countries. While Trump has focused some of these tariffs on U.S. rivals like China, he has also sparked controversy by targeting longtime allies and partners like Canada, Mexico and the European Union.
Though the president’s tariffs have been implemented in a relatively piecemeal manner thus far, he has repeatedly stated that more comprehensive measures are on the horizon. On February 13, the White House announced its plan to impose sweeping “reciprocal” tariffs on dozens of countries and sectors as a means of addressing “unfair” trade imbalances. In an accompanying fact sheet, the administration mentioned the EU in particular as engaging in non-reciprocal behavior, suggesting that Europe will be a significant target for increased tariffs.
For weeks, Trump has cited April 2 as the date that these reciprocal tariffs will go into effect, describing it as a “liberating day”. However, previous tariff disputes with Canada and Mexico have shown that the president is willing to alter timelines in response to new developments. Should Trump reverse course and abandon his April 2 target, the EU could avoid increased tariffs, at least in the near term.
Resolution Criteria:
